My free WordPress blog has over 5000 queries in the form of comments. Now if I plan to self host my website and migrate all content of the blog to a new website, will the comments get migrated as well? If yes, can some one please help. If not, is there any hack to do that?

Well if you are migrating from wordpress blog to self hosted wordpress Website you can export it. I mean yes, the comments will also migrated.

Are you deploying it on Wordpress CMS? If yes, then just export the posts and meta and import the same.

using a WordPress theme to build a website. As per my webdesigner. But he is saying user comments won't get migrated since they are no more registered on the new website.

You can export the data from your blog of all the users as well and import it on this new website. Will share a screenshot for your reference soon.

WordPress is a service as well as an open source framework, I think you're confused between the two.

You can download WordPress and host on any server :https://wordpress.org/download/

P.S you're not building this Website yourself, please change your website guy since this is a very basic understanding for someone who is in this industry.

Wordpress migration (between hosting or wordpress.com) will not effect your content but if plan to switch from wordpress to other CMS then you might have to plan ahead for importing your content in an optimized way so that you don't lose any content.

Not sure if will help, you can export the the current wp database in xml to your local and import the same again in your local wp. There you will find a column in your mysql as wp_comments. Now technically you can do anything with that data.
